CIO, NYC Department of Finance Seb is an executive with a unique background that encompasses strategic leadership of all aspects of Information Technology organizations, complex program execution and managing transformative change across the enterprise. He is CIO at the NYC Department of Finance that collects over $30 billion in revenue for the City and values more than one million properties worth a total of over $800 billion. In addition, the department also records property-related documents; administers exemption and abatement programs; adjudicates and collects parking tickets; maintains the city’s treasury; and acts as the City’s chief civil law enforcement officer.
